This has changed the pattern of communication between ships as well as the pattern of communication of ships to the shore. At the same time, this has also encouraged a variety of new research and innovations, which are mainly due to the extremely valuable data transmitted by AIS. AIS's static and dynamic data when combined with various other data such as environmental data, geographical data, ship databases, territorial data will provide opportunities for the emergence of various IT-based applications that can be utilized not only to ensure the safety of ships, but also can be used for environmental protection and guarantee safety of offshore facilities. Various research and innovations have been developed by various educational and research institutions, including ITS in the context of utilizing AIS data as a basis for producing applications in the platform to support e-navigation with the main objectives are to increase the safety of ships at sea and environmental protection. Several applications developed by ITS have also been utilized by the oil and gas industry. Now Indonesia is in the process of implementing E-Navigation. But since E-Navigation is complex and need a lot of system interoperability, then Indonesia may start the implementation by introducing VTS (Vessel Traffic Services) as a system designed to achieve the highest level of safety at sea, increase fleet efficiency and simplify everyday tasks both ashore and on board and therefore the operations are processed seamlessly, the compliance is guaranteed and the workload and costs are optimized. The VTS is not only for vessel traffic management but it also for harbour cluster and integrating communication system among stake holders on ships and on shore. But VTS plays a very important role in maintaining safety of navigation and efficiency as well as environment protection in traffic separation schemes. Nowadays, the next generation of VTS so-called smart VTS is capable to monitor (collect and process the data, create common operational picture, distribute data to clients), alerting (analyse traffic, detect dangerous traffic situations, and increase situation awareness), and respond (active decision support services and ensure ship to shore communications). The respond, however, is similar with the smart marine technology that may reduce human error significantly. Then the students in the maritime education and training must be able to perform this kind of competency before they have the voyage by practicing the communication in the bridge simulator. The aim of this study is to invesitigate the students’ perception during the English communication practice using the Sunda strait traffic separation scheme scenarios. This study used quantiative approach with the questionnaire which distributed to 100 (one hundred) students majoring the Teknologi Rekayasa Pengoperasian Kapal (TROK) in Diploma IV program that the subject is concerning the nautical and ship’s operations. But, is it used at sea? The key to improve verbal communication is in the recruitment of seafarers who have an understanding of the English language. The training cadets are going to be officers on board ship, otherwise their English communication have to be well prepared weather in campus or on board ship. The objective of this research was to find out the cadets’ experience in applying Standard Marine Communication Phrases (SMCP) during training on board ship.This research applied qualitative description. The respondents were the cadets of Barombong Maritime Polytechnic who were sailing on any ships as training cadets. The respondents consisted of 34 Nautical cadets of Batch 58. The research data were collected by questionnaire and analyzed by using goggle form to reveal the cadets’ experience in using standard marine communication phrases (SMCP) on the ship.The research result conveyed that the cadets were seldom to use English, particularly SMCP on board ship generally, in fact around 70% of the respondents who were sailing in domestic routes reported that SMCP was used to communicate when their ships passed with foreign ships. The shipping route goes through the Sunda Strait, Sumbawa Strait, Makassar Strait and Melaka Strait. The shipping lanes are grouped into three main routes called ALKI (Alur Laut Kepulauan Indonsia) I, II, and III. The increase in total number of ships per year with various capacities tends to increases the traffic in the lane and the risk of ship collision. Using AIS (Automatic Identification System) technology with a warning system required to prevent the effect of accidents. Through the Vessel Traffic System (VTS) receive, record, and analysis the traffic data in the covered area. Computation time become a critical issue for ship traffic assessment in the lane. A numerical simulation program developed and analysed the computation time of ship traffic analysis using cluster area method. The result showed a shorter computation time for a more number of cluster area. The marinas in Malaysia are managed by private companies and few by Marine Department Malaysia. There are successful marinas in Malaysia. However, some marinas failed. This study aims to identify the factors to establish a successful marina and to identify factors that certain marina is less performed or failed. To identify the factors, the literature review and survey is performed to marina operators in Malaysia. The method used to analyse the data was the Analytic Hierarchy Process (AHP). Results showed that the identified factor are the location, services, and facility are the most important to establish the marina. Solar panel tested was laid on the surface of the Training Ship 02 Sultan Hasanuddin. The technical analysis, namely the calculation of electrical power and economical use of Solar-Powered Electric to support the diesel-powered electric generator as the main source of electrical power. A comparison of power was made by measuring the electric current and voltage variable as well as the financial calculation between the diesel-powered and solar-powered electric generator. The financial calculation was analyzed by using NPV, IRR and PI methods. If communication goes well and fun, then employees will be able to work well too, so that organizational performance will be better. Conversely, if communication is not good, it will cause bad social relations, authoritarian attitudes, indifference, and even prolonged conflict. Communication has a very important influence on employee performance. One type of communication that is very important is interpersonal communication, or direct interpersonal communication, both verbal and nonverbal. Communication maintains motivation by explaining to employees what to do, how well they are doing it and what can be done to improve performance if it is below standard.When carrying out the sea-training on board ship, the researcher found communication problems between crew members including a woman seafarerand a foreign Second Officer (WNA), causing disruption of their interpersonal communication. Currently, woman seafarers represent only 2% of the total 1.2 million seafarers in the world and from this 2%, 94% of women seafarers work in the shipping industry. In this man-dominated industry, IMO has made concerted efforts to help the industry move forward and support women to achieve representation that matches the expectations of the 21st century. IMO has taken a strategic approach to increasing the contribution of women as key maritime stakeholders. The competence of human resource, i.e: seafarer needs to be fixed, especially in the quality. The increasing of life necessities creates lot of seafarers and society choose instant method to make seafarer false certificate. Transportation Attache of Indonesian Embassy in Singapore as one of the important stakeholder in signing seaman book in Singapore area has important role to solve seafarer fraudulent certificate. This research has purpose to know the causes as well as the impact of fraudulent seafarer certificates around Singapore area, and to know the mechanism done by Transportation Attache of Indonesia Embassy in Singapore. This research used qualitative method. Observation, interview and literature studies are done to obtain the data. To test the data validity, researcher performed research-extension and triangulation method. The results of this research are: 1) the cause of fraudulent seafarer certificates is seafarers’ deviant social behaviour, the weak system of Indonesian seafarer online certification, and the opportunity and chance for seafarers to do fraud. 2) The impacts from this case are a lot of seafarers face hard time to find jobs in Singapore shipping companies, the lack of trust from abroad companies to recruit Indonesian seafarer, also blacklist toward Indonesian seafarers with certain ranks in several companies. 3) The efforts to solve this case are to strictly apply the monitoring and checking function along with Minister Instruction number 4 year 2018, to do issue verification with the related training institution and cooperate with State Cyber and Code Agency that is called Badan Standardisasi Siber Nasional (BSSN) to strengthen the security system of seafarer certification.</p> Dewi, I.S Seno, A Humantaristi, S Copyright (c) 2020 PROCEEDING 2020-11-27 2020-11-27 1 4 80 89 10.48192/prc.v1i4.328 Determinants of Maritime Companies’ Financial Performance in Contributing to the Indonesia Maritime Human Resource Development https://jurnal.pipmakassar.ac.id/index.php/prc/article/view/329 <p>This study examined factors that are assumed to influence the profitability of maritime companies as determinants of company performance in relation to the development of marine human resource development as stipulated in PP 47 of 2012 and PP 51 of 2012. Hypothesis testing was carried out to test the direction and significance of influence of formulated hypotheses The results showed that company age positively affect the profitability of maritime companies. Other factors that had been assumed to affect company profitability turned out to show no significant influences including company size, company growth, and capital structure. Accidents in people's voyages still often occur in the waters of Makassar City. This study aims to analyze the improvement of local shipping safety in Makassar. This research is a qualitative descriptive method using SWOT analysis. The results of this study show 1). Seaworthiness Conditions of Traditional Ships regarding the implementation of procedures, information on weather conditions, seaworthiness conditions were in the very good category 53.3% and good category by 46.7%. 2). safety management and supervision of sea transportation in Makassar City have performed in accordance with applicable regulations and procedures so that the services provided in the excellent category were 50.0%, in the good category at 46.7%, and in the poor category 3.3%. 3). This paper presents outcomes of research that examined the effect of using Kahoot! in teaching English Maritime for second semester at Nautika II class of Politeknik Ilmu Pelayaran Makassar. This study used pre-experimental design. In taking the sample, this study used purposive sampling technique. This study was carried out among 20 students from total population of Nautika II classes. The data were analyzed by using descriptive and inferential statistics. Descriptive statistics in the form of frequency, means, standard deviation and independent t – test. From this study, it was found that the students’ test scores were higher when they were taught using Kahoot! on the learning process. The result of hypothesis testing showed t-test (17.321) was more than t-table (2.093). Therefore, it can be concluded that H0 was rejected and Ha was accepted. It means that there was a significant effect of using Kahoot! on the students’ vocabulary and grammar achievement at second semester in Nautika II class C. From these findings, it can be suggested that online media like Kahoot! is strongly recommended to be used in the teaching and learning process of English vocabulary and grammar. The cases from 2013 to 2018 is consecutively 150, 187, 203, 85, 101, and 83. There was a steady increase in cases from 2013 to 2015, which reached a peak of 203 cases in 2015. The current area of serious concern is the Sulu-Celebes Sea and waters off Eastern Sabah. The Malaysia maritime security forces that consist of the Royal Malaysian Navy, MMEA, and Marine Police have all out to stop thse sea crimes. The increased number of assets and frequency of patrol is not practical and costly and it is difficult to ensure the security of each vessel. One solution by the shipowner is to engage the service of the private maritime security company (PMSC) as a last security net. Ministry of Home Affair (MOHA) had established regulation for the operation of PMSC in Malaysia based on local law. However, the regulation is not compatible with international requirements and especially when shipping is the most international industry in the world. The reason for the incompatibility is may due to MOHA was using regulations and standards of on-land private security companies in Malaysia to develop the standard for the private maritime security firm. The efficient use of fresh water can extend the life of the fresh water generator and save electricity usage. Efficient use of fresh water can be done by remotely monitoring the level of fresh water in the tank in real time.The system for knowing the water level in real time is built with an ultrasonic sensor to transmit data to the Wemos in the form of height data. Wemos converts freshwater level data into the volume of water in the tank. The volume and water level data is then displayed on the LCD and the Wemos sends data on the volume of fresh water to the internet in the form of a website with a design that is easy to understand (user friendly) and the website can be accessed anywhere. It can be seen that the system can work properly because the highest error reading is only 5%, namely in 4 liters with a tilt position og 20 right . Meanwhile, the biggest difference between sendor readings and real when testing 5 liters with a slope of 30 to the right is 0.23 liters. The results of this study indicate that the use of Information Technology in the teaching process shows a positive and significant relationship with the statistical test results recorded at 47.7%. That foreign language communication in the teaching process on the quality of Indonesian seafarers is quite positive and significant, with the results of statistical tests recording 36.1%. The combined effect of the use of Information Technology and English Communication in the teaching process on the quality of Indonesian seafarers is obtained from the R square number of 0.615 or 61.5% and the remaining 38.5% is influenced by other factors or other variables. English as a tool of communication as standardized by International Maritime Organization (IMO), needs to be implemented in order to improve learning needs, cognitive and affective abilities, for self-confidence is considered to be a significant factor which influences the learners’ language performance. The purpose of this study is to find out the cadets’ level of self-confidence category in delivering marine communication on board and the causes of the level of the self-confidence. The research uses descriptive qualitative design. The participants of the research is deck and engine cadets semester IV from Politeknik Ilmu Pelayaran Makassar who were scheduled for practicing on the training ship. The variable of this study is the cadets’ self-confidence in delivering marine communication on board simulation. The data are collected through questionnaire, observational checklist and interview related to self-confidence of the cadets in delivering marine communication on board Training Ship Sultan Hasanuddin. The data from questionnaires were analyzed by scoring the positive and negative statement into Likert’s scale (strongly agree, agree, undecided, disagree, strongly disagree) and classified the level of sel-confidence by the score scale to determine The High Self-Confidence, Moderate Self-Confidence, and Low Self-Confidence. The results of the study show that there are three levels of cadets’ self-confidence in delivering marine communication on board simulation, they are categorized as high, moderate and low self-confidence. The cadets high self-confidence is caused by the feeling of excited to do simulation. Moderate self-confidence of cadets is caused by high motivation in English, but could not engage the indicators of people with self-confidence. This research aims to make a validation model and assessment carried out to the Certificate of Proficiency participants online to accelerate maritime certification services. This type of research is quantitative. From the research results, it is concluded that the implementation of online BST certificate revalidation at STIP can be carried out by still paying attention to the requirements starting from the registration process, evaluation to the issuance of the revalidation certificate. The legality of a certificate revalidation carried out online is the same and legal as a revalidation certificate that is carried out regularly. The data collection technique is done by using observation, interview and documentation methods. Analysis of data using a Flow Model with data reduction steps, data presentation, and drawing conclusions. The triangulation used is the source and method.The results showed that (1) evaluation of the context was good, due to the existence of a legal basis for implementation as required, the purpose of the drill, and the clearness of the activity program, (2) the evaluation of the input was good, due to the existence of planning documents, communication models, resources, budgeting and aspects. good security, (3) evaluation of the process is good, due to support from management, briefings, recent implementation (4) evaluation of the product (product) is good, because after completing the activity, a debrief, reporting, and recording of documentation of activities is carried out. The research was conducted at Malahayati Merchant Marine Polytechnic in Aceh Besar. The participants of the research were 30 cadets nautical Alpha Diploma III. The research addressed tests, questionnaire and observation to collect the data. The result of this research showed that Wordflow Technique increased cadets’ in memorizing English vocabulary. It was proved by the data from pretest and posttest score; it was shown that the cadets mean score from pre-test was 65 and was significant increased to post-test was 70,5. In addition, the obstacles when applying Wordflow technique were lack of fair group, time, noisy. Based on these central issues, this study aims to determine what regulations protect Indonesian female seafarers and how to implement Indonesian female seafarer's protection based on existing ordinances. The method of data collection was a literature study, observation sheet, and interviews guide. The collected data were analyzed using qualitative descriptive analysis techniques. This study's population was representatives of the Directorate General of Sea Transportation and members of the Indonesian Women Seafarers' Organization, namely: Indonesia Female Marine (IFMA) and Indonesian Lady Seafarers (ILS).The research results showed that national and international law had guaranteed legal protection to Indonesian female mariner of various rules and regulations. This guarantee was used in obtaining decent and productive work into independent, equal, and safe conditions with dignity so that if they do not get discriminatory treatment. Implementation of legal protection for women seafarers has not been accommodated by legal subjects, both in the legal structure, legal substance or legal culture.It is based on conditions where there are still minimum opportunities for decent work and lack of social protection for female seafarer when doing their job. The results show that the teachers find it challenging to adapt to online learning and tried their utmost by using whatever resources they have in their hands. The company must be responsible for the investigation process and provide confirmation of the cause of death of the crew's ship through autopsy.</p> Samsul Bahri Bustamin Muchlis Muhayyang Britney Copyright (c) 2020 PROCEEDING 2020-11-27 2020-11-27 1 4 214 223 10.48192/prc.v1i4.342 The Analysis of Occupational Health and Safety of The Ship's Crew on Board in The Enclosed Spaces https://jurnal.pipmakassar.ac.id/index.php/prc/article/view/343 <p>The research on enclosed spaces is used to identify the work accidents, availability of the Occupational Health and Safety (OHS) equipment as well as the suitability of SOPs used by the Officer to handle the occupational accidents on board.The methodology used to identify the occupational accident in enclosed spaces were quantitative analysis based on some primary data (primary analysis) and secondary data (secondary analysis), by which the author performed the direct observations, interviewed the respondents who experience the accidents and did the literature study.The results confirmed that the enclosed spaces is not used for the activities or daily work by the ship's crew since the rooms have no ventilation, thus the air inhaled is less than 21% by volume and the concentration of hydrocarbon gas is less than 1% of the LFL (Limite Flamble Lower) than the levels of other toxic gases. Based on the interview results of 175 respondents, 93% said the accident was caused by the negligence of the supervision or personal responsibility, 21% said that it was caused by the absence of carbon gas test since there were no tools for detecting the toxic gas (gas detector) and 78% claimed that they<br>understand that the occupational accidents happened in enclosed spaces due to the negligence and procedural error (SOP). Foot step is a renewable energy resource that has only recently been glimpsed by the world. Therefore, the footstep will be applied on board the passenger ship. It is hoped that the use of this renewable energy source can replace the source of fuel energy to drive ship engines. In this researdh, piezoelectric was used as a energy resources. Piezoelectric will be placed on tiles, when the piezo is stepped on, there will be a voltage came out from piezo. Voltage from piezo will be colect and stored. Each piezoelectric produces a voltage that varies from 0.7 volts to 3.7 volts. If on an average, one piezoelectric can produce 2 volts. The author identifies the causes of the hazards that occur using the Multiple Causation Model theory. The Multiple Causation Model Theory based on an accident formed due to unsafe conditions and actions.
